I think with the exception of property taxes, most taxes are "one time".  The money you make this year is only taxed "by income taxes" one time.  You only pay fuel taxes one each gallon purchase "one time" (directly anyway).   Telecommunication taxes are "one time" per month of services purchased/used.

*Note: while there is a little bit of truth to the rationale provided above, I am only providing this thought process for argument's sake.

The issue is even bigger than that.  IF VT is the only state in the US to offer healthcare for EVERYONE, there could be an increase in the number of poor people with chronic health problems relocating to VT, especially if there is no long term residency requirement (1 yr residency prior to coverage starting).

To jump off the band wagon here for a moment, "justice" and the VALUES that we claim to uphold would have been better served by capturing Bin Laden.

YES, I know - it is easy to armchair quarterback.  He may have been given the option to surrender and chose the quick path to his death sentence instead of court/wait/appeal/court . . . . . . . .

With multiple friends and family in the military, I am always greatful to all who serve our country with the goal of protecting us.  This is a prime example of that work in action, but it still bothers me a little how we celebrate and cheer at the death of our enemy.  It really makes us no better than the Iraqis who celebrated the death of our soldiers in the streets.

We have a friend in Alburg, VT who has natural gas coming out of their well.  They can't cap the well because it will build pressure over time, but the well output isn't high enough to be useful for anything.  If my memory is correct, they use bottled water for drinking/cooking, but still use the well water for showering/toilet etc.

The state gov. is involved in supporting "renewable" "green" energy financially because:

THEY want to eliminate VT Yankee and cut VT's in-state power supply by 30%;

Without SOMETHING to replace part of the energy lost from Yankee, the state of the state will continue to decline due to high power rates pushing more businesses out of state/out of business;

State permitting processes are SOOO overly cumbersome and time consuming that MOST developers wouldn't consider building ANY energy projects without a financial incentive from the state (developer of the states largest solar project said in an interview that  it took about 8 months for permitting, and 4-5 months to build);

and the list goes on

"There was additional discussion re: utility easements and how they effect density calculations, and PUD regulations.  There was general consensus that anyone within a PUD (not just abutters) should be mailed a public notice for any planned development within the PUD, even though State statute only requires notification of abutters."

Just one more thing driving up the cost of development unnecessary.

Water/sewer is a service.  Like all services, it CAN be discontinued by the provider for non-payment.

Is there a legal requirement for how much notice is required for deliquent service users before being able to disconnect?  For example, renters must be given a 30 day written notice of eviction for not payment of rent.

Is a flat late fee legal?  Most businesses providing goods/services charge interest on accounts over 30 days. The only exception I can think of is in the finance sector (banks/CC).

I'm just curious if there are any VT laws specific to adding charges to overdue bills.

I'm sure there are more scientist who agree global warming is happening.  It has been happening since the last ice age.  It is what the planet does: warms, cools, warms, cools.  I think the warming vs cooling is less contestable than the CAUSE of the warming.  I speculate that CO2 emmission from human activities contribute a VERY small portion of the warming cycle. 
IF we as a society and a species are worried about the long term effects of global warming, we should be developing ways to deal with the inevitable effects.  We should be pushing populations centers to move AWAY from ocean fronts and low lands. We should continue to develop more versatile crops (that are more drought and drown resistant - NOT resistent to specific scientifically formulated herbicides).
We should continue to develop renewable resources (ethanol based fuels are NOT the way to go UNLESS the ethanol is derived from digested garbage.  Ethanol from crops just drives up the cost of food both locally and globally).

I think ultimately that the "human caused global warming" is a fabricated crisis with the purpose of creating a reason for people to welcome renewable energy.  After all, crisis / tragedy are the biggest drivers of change.

IF VT really wanted to adopt and promote renewable energy, especially small scale renewable energy, they would mandate that power companies buy excess power produced by home owners.  NOT just net metering to balance home owners use, but allow home owners to actually have a $0 power bill, or actually receive a little money by investing their own money into renewable power generation.
