I may be slow, but what is that big blade PUSHING off the road?

I see no snow in the asphalt.

At that moment he just had his wing blade down, getting the shoulder of the road. If there was snow in the main part, he would drop the big plow. Coincidently, he had the big plow down as he was rounding the corner, then picked it up when he was approaching me.
