I received this note from someone who now has their e-mail working:

Apparently there is an automatic changeover program and the pop up blocked the Active X that you are supposed to download:

"What I discovered was the first time I went to the website to take care of Outlook, there was supposed to be a prompt to run an Active x control and there wasn’t. I think it was stopped by the pop-up blocker because the second time I tried, I noticed it was blocked and unblocked it  and  that was  what seemed to do it."
