TMB- I've mentioned this before, but there is a difference between "cost" and "value". While the upfront cost may be higher to go with a subcontractor, I can only assume that the school board has reviewed the value proposition and determined it to be the better option. As Jasen explained in his email, the potential fine for miscalculating something could be very high and if a subcontractor is wiling to manage that risk then you need to put a value on that- which it appears they have done.
As far as the actual labor being provided, you're implying that Kelly won't utilize the existing substitute resources. Do you know that to be true?

Actually it's not uncommon at all for a sub to work an entire week or more at a single school... And I've known people that have worked nearly every school day in the same district.
Whether I agree with the outcome or not, I think it's great that the school board is looking at options instead of keeping things the same just "because that's how we've always done it". If you don't look at options you never know if something better (or that provides more value) might be available. Bravo for not being close-minded as this tends to happen too much.
I happen to know that some subs would jump at the chance to [work with a temp agency] and have some sort of benefits available.

This is basically an honorary position, correct? If I remember correctly, it was voted to remove law enforcement duties from the Constable, and since the animal control duties are covered by an Animal Control Officer... Is there really anything left for the Constable to do?

I don't have an knowledge if this is true or not, but this is an interesting idea.
Kelly Services would charge at least 25% above whatever the sub receives for pay but that dollar increase may provide a decent value return to warrant it. If Kelley is handing the background checks, payroll taxes, employment compliance, etc then it could (in theory) save school employees time then it might be worth it. It could also be beneficial if Kelly agreed to guarantee coverage. I imagine a temp agency probably has access to a much larger pool of resources than a single school or group of schools does. As a temp agency employee, the subs would probably have access to other benefits such as health insurance, maybe even .
I don't really have a bias either way but just remember to look at the total value of both sides (just as with busing) before making a decision.

Perhaps I'm missing something, but I don't really understand how the "there's going to be an increase in littering" argument. Very few municipalities in Vermont coordinate trash pickup and I don't see the state littered with bags of trash along the roads. Granted there's always litter, but does our town really have such a high number of residents that would resort to illegal dumping? Are we really stuck in that mindset?

Henry- At least look at it this way- You know that the MOST you'll pay for fuel is $3.59/gallon- so it's kind of nice to know that you have a cap to what you could potentially spend.

I'm a little confused at your focus here- is it the increase that needs to be absorbed by the state employees? Because I think a $60/month health insurance contribution increase is reasonable. And if a 17.9% increase equates to $780 then that means a state employee can get a family plan for about $430/month- which really isn't bad.
HOWEVER.... I DO have a problem with the lawmakers simply pulling funds from that surplus to fund other things. This is clearly an abuse of how the budget was developed- specific amounts were allocated to specific areas of government and (whether I agree with it or not), that's how it should stay... Until the NEXT budget is established.
But yes, I agree that we need a change, not just in the people but he processes. Or maybe I should just go start my own country.
