The focus will be on information for parents of children aged 0-13 (also based on a majority of responses in the survey.)
We have lined up experts in the fields including Scott Noyes, Angelique Fairbrother, and a nutritionist from WIC to present the workshops.
 
Our tentative budget so far looks like this.
Scott Noyes, three 120 minute workshops  $900
Angelique Fairbrother, one 90-120 minute workshop  $105-140
WIC nutritionist, (Mallory James or her colleague) one 90 minute workshop  $50 (estimate, may be less)
Babysitting for 5 evenings,  $200 (may be less depending on need and potential volunteers)
Refreshments for 5 evenings  $75
Approximate total $1305

If you or someone you know would like to receive a Christmas box of food from Operation Happiness,AND YOU HAVEN'T CONTACTED VOLUNTEERS IN ST ALBANS, please call 849-6588 between November  28 and December 2. The only time to call is between 8:30 and noon.  Please speak clearly and  leave your name and phone number and your call will be returned. 
Distribution of food  boxes will take place on December 17 from 8:30-11 at the Baptist Building  on Main St. in Fairfax.  This is available for residents of Fairfax and Fletcher  and Georgia only. If you will be getting toys for your children  you can pick out their toys from 10 am to 10:45, Dec 17, At St. Mary's Parish Center on Fairfield St in St. Albans next to the armory where the tank is.

Joint Board Meeting
Fairfax Community Library  and School Board
October 13 2016

Present were: John Tague, high school principal, Lauri Fisher, selectboard representative, Pat Gallant, and  Liz Griffin, from the library board,  Kathy Muehl, school board representative, Joy Mercer, school library director, and  Debbie Landauer, public library director.

The meeting was called to order at 6:30 by chair, Pat Gallant. .
There was neither correspondence nor public input.
A motion was made by Laurie to accept the minutes of the April 17 2016 Joint Board meeting and they were accepted.

Both librarians gave a summary of their quarterly reports, which were available for all present.
Joy said that during the first month of school there were 759 walk ins, meaning students who came in by themselves.

Debbie reported that in August there were 1286 visits to the community library website. She also noted it had been a busy summer with a record number of books read during the summer program.   

Program director Nicole Vance held a Renaissance Faire which was very successful. The library will host another Faire next year.

Both quarterly reports were accepted by the board.

One new school policy was presented and accepted by the library and that is the breast-feeding policy. The Department of Health told Debbie that the FCL has a friendly environment for nursing mothers.

There has been no movement in regard to repairing or replacing the blinds in the library. They were installed in by a business in Williston in 1998.   This firm  examined the blinds and told Debbie that it would cost $360 to replace the one that was broken,  and $2592 to replace all 8 vertical blinds.  To install light filtering roller shades with fascia would cost $4340. Without fascia they would cost $3850.

Laurie stated that the Select Board would provide the funds to replace the broken blind, and John said he would check with Todd Granger to see if he knew anyone who installs shades.

A motion was made to spend not more than $360 to replace the broken shade, the funds coming from the Town.  It was approved.

Debbie provided the board with an update on work hours for the Community Library staff now that the school hours have changed.  There is a Community staff person available at 8:30 each morning.

The next Joint Board meeting will be held April 13 2017.
The meeting adjourned at 7 PM

Unapproved Minutes, Fairfax Community Library Trustees’ Meeting
Sept 22, 2016.

In attendance were: Kyle Metayer, Pat Gallant, Janel Gamm, Liz Griffin.
The meeting was called to order at 6:07.

The purpose of the meeting was to review the preliminary budget as prepared by Debbie before submission  to the Select Board by the October 3 deadline.

The staff will receive a 2% cola salary increase.  Though this appears as a 167% increase in salary, it must be noted that this reflects both an  18 month budget and the  increase in staff hours  that was previously  requested and approved by the Select Board.  Compliance with the Sick Leave law is also reflected in this percentage.

The 1.44% increase in the technology budget includes reworking the library website.

The postage budget has increased because  the library will not receive a grant from the Vermont Department of Libraries which usually amounted to between $500 and $700.

A pilot courier program for all libraries across the state may be available which will reduce the cost of postage. The courier program will handle interlibrary loan materials.

The trustees went into executive session at 6:30  to discuss staff salaries.  They exited executive session at 6:50.

It was decided that the 2% staff salary increase was appropriate. This is 1.2% over the cola defined  by the latest cpi.
The trustees approved the preliminary budget for 2017-2018 and Kyle will review it and send it to the Select Board.
 Library staff Karin and Lara will work an extra 15 minutes on Saturday mornings to allow them to set up the library before the public arrives. 

The trustees presented Debbie with her salary for the following fiscal year, and commended her for her outstanding work in making the library a 21st century multi-generational community center where learning and creativity and fun take place, and books are always available.

The meeting adjourned at 7:30

BFA Fairfax Farm to School Survey

Greetings!

We  students of  the Farm to School Project Design class at BFA Fairfax are currently in the planning stages of creating a Master Plan for a program that will change education grades K-12 in our school. If we succeed we will bring the values of Heritage and Sustainability in the context of 21st Century education to BFA Fairfax.

We will be going door-to-door to houses neighboring our school on Wednesday and Thursday, 9/14 and 9/15, to leave surveys at a number of homes. Please do not be alarmed if you see a student coming to your front door!
Please complete the survey and follow the instructions about returning it!
The results of the survey will be made public when the data has been tallied.

Unapproved Minutes
Fairfax Community Library Board of Trustees
September 8 2016

The meeting was called to order by Chair Pat Gallant at 6:30. Present were Pat G, Patti R. Kyle Metayer, Liz Griffin, and Janel Gamm.
There was no public input.
The minutes of the 8/11/16 meeting were reviewed. A motion to approve was made by Liz and they were approved.
The treasurer reported that the checking account has $237.62, and the savings $4320.41.
His report was accepted.

Email correspondence was received. 

The Select Board accepted our budget proposal as stated in the minutes of 8/11. To wit: A motion was made by Kyle that the treasurer write to our selectboard  liaison, Lauri Fisher, regarding adding more Library Assistant hours to the library staff, as outlined by Debbie L. in a presentation she gave to the trustees.  The change would add 2.5 hours a week for 19 weeks (ending 12/31/16) at a total cost of $665 as well as  the town’s portion of social security,etc. These hours would be used to help provide public staff coverage during all open hours.  It was approved. The salary will come from existing library budget and the SS. etc from the town general fund.  Funds will be underspent in other lines of the library budget to make this budget neutral for 2016.

In a further email we have been told that the Selectboard would like to receive a pre-budget document from us by October 3, 2016

A motion was made by Debbie to approve her proposal in regard to a change in the library hours.  The motion was approved

Since there is $1200 in the technology budget at this point in time Debbie recommended that the additional funds needed to pay for the extra hours come from this line item.

New Business

The mandatory paid sick leave law will go into effect 1/2017, and will apply to Lara. It was recommended to list the five reasons for taking accrued paid sick leave that is found in the law into the library’s personnel policy.

Debbie reported that the postage budget will exceed the amount budgeted for 2016.  We have been spending about $60 a month on postage.

The will be a Joint Board meeting in October.  The only two items the trustees currently have is t the status of repair/replacement of the blinds, and hearing any policy updates that might be relevant to the workings of the library.

This year’s budget will begin January 2017, and continue through the end of June 2018. 
This presents many challenges especially since some subscriptions for the
 library must be paid on a yearly basis.  Further, salary increases for staff will begin 3/2017, and won’t occur again until July 1 2018.

The library will follow the town’s lead in budget planning for salaries/raises regarding how to do an 18 month budget.  The trustees will meet on 9/22 at 6 PM to begin to work on the minutiae of the library budget.

The meeting went into executive session at 7:33 to discuss personnel evaluations.  The meeting came out of executive session at 8:26.
The trustees voted to approve the evaluations of Debbie Landauer, Lara Bessette, Nicole Vance, and Karin Hernandez,

Trustees’ Meeting
Fairfax Room, August 11, 2016
The meeting was called to order at 6:30 by chair Pat Gallant. Also present were: Patti Reaves,
Liz Griffin, Kyle Metayer, Janel Gamm, and Debbie Landauer.
There was no public input.
Secretary’s Reports.
Kyle made a motion to approve the minutes of the May 12 2016 meeting. It was seconded and
the minutes were approved.

Treasurer’s Report
Kyle reported that there was $4300.20 in the savings account and $237. 62 in the checking
account to date, and that there had been no activity in either account.
The tee shirts for the summer reading program had already been paid for.
Correspondence.
Debbie handed out a small brochure entitled “Quotable Facts about Libraries.”
There will be a Trustees and Friends of Vermont Libraries Conference sponsored in part by the
Vermont Library Department. Rebecca Smith Aldrich, an expert on the sustainability of libraries,
will be the keynote speaker. Debbie will share more information when it becomes available.
Old Business.
The summer has been busy with many successful events. The first Fairfax MiniRenaissance
Faire was a great success. Between 150 and 200 people attended, and photos were published
in the St. Albans “Messenger,” and the”Buyer’s Digest.”
Over 200 youth participated in the Summer Reading Program and over 4300 books were read.
The 4th of July parade was another successful event for the library and staff and family
represented the library in the parade.
The summer youth employee is doing well.
The librarians and program director are planning the after school programs and other programs
that begin with the start of the school year.
There will be an adult book program. Old favorites, such as Read to a Dog, Crafternoon, STEM
will resume, and there are plans for new programs.
Debbie, Nicole, and Molly Forman of Building Bright Futures are discussing parenting classes or
a series of workshops of interest to parents, They decided to survey parents to determine
topics of interest.
Scott Mitchell has told Pat that the she would receive school board meeting agendas.
New Business
Budget
The town’s fiscal year has been changed and will now go from July 1 through June 30.
The transition will occur with a fiscal year from Jan 1 2017 through June 30 2018. Deb
Woodward, the town clerk has reminded us to keep this in mind as we plan our budget.
Debbie will get a preliminary budget to us before the September 8 meeting. It was decided that
the trustees will plan other budget meetings after the meeting on the 8th.
Staff Evaluations
Debbie has handed out self evaluations to the library staff. She will be beginning her own
evaluation. It is hoped that the trustees complete her evaluation before the budget is finalized.
Debbie is hoping to have both her own and the staff evaluations by the 9/8 meeting.
The Joint Board will meet on October 13 2016. Currently there are no agenda items, though the
unrepaired window blinds might be an item.
The Trustees went into Executive Session at 7 PM. The Trustees came out of Executive
Session at 8 PM.
