On the backs of your ballots, you will find more voting !
It's for Fairfax's Justices of the Peace.
For the past six or eight years, I have had the pleasure of being one of Fairfax's JP's
and I have performed many, many marriages in and around our community.
Justices also make up the Board of Civil Authority, and a couple years back,
I was elected Vice-Chair, by some of Fairfax's most respected people,
both Republicans and Democrats. I am truly honored.
It is one of the many positions I have held in Fairfax and I treat it very seriously.
The Selectboard and the Fairfax Town Clerk complete the "BCA"
Peter Fitzgerald is our Chairperson.
On November 4th, I hope you will fill in Chris Santee for Justice of the Peace.

Gov. Peter Shumlin issued the following statement today on the planned sale of IBM Vermont facilities to GlobalFoundries:
"IBM announced this morning that it plans to sell its semiconductor production business, including its facilities in Vermont, to GlobalFoundries, a company with a strong track record of performance in semiconductor manufacturing. GlobalFoundries plans to maintain the workforce and continue operations in Vermont, good news for the talented Vermonters employed by the plant and for our whole state.
IBM has been a part of the Vermont fabric for decades, driving economic development and innovation. But we have felt the uncertainty regarding IBM's future in Vermont for the last several years, as its business model has changed.
That is why it is very good news for Vermont's long-term future that IBM's facilities here will be acquired by GlobalFoundries, a successful and growing chip manufacturing company that views our highly-skilled workers and advanced R&D and manufacturing facilities as important to its strategic growth. We have learned in recent weeks that business at the plant is strong, and the plant is hiring more workers to meet demand. We expect that demand to continue and strengthen under GlobalFoundries.
I have spoken with leaders from both IBM and GlobalFoundries, and appreciate that GlobalFoundries plans to continue employment, investment, operations in Vermont. The transaction is subject to federal approvals and will take some months to close. I am very confident that IBM and GlobalFoundries will partner with the State of Vermont to make this acquisition positive for our workforce and our economy. I have told them that I will help make this a successful transition, and am committed to forging a strong Vermont partnership with the plant's new owner. While any acquisition of this magnitude will bring about change, I am confident that Vermont will not just survive the transition to GlobalFoundries but will thrive.”

"Chris Santee is exactly the kind of common sense person we need in Montpelier.
He is willing to work across party lines to get things done.
Knowing Chris for many years, I have no doubt whatsoever that he will prove to be an exceptional representative for the citizens of Fairfax.
He is a great family man and a compassionate neighbor.
However, he also realizes our state must do a better job of restraining excess spending, promoting economic growth and lessening the burden of property taxes.

On Friday, September 19th, Absentee and Early Voting began for the General Election. From now until 5pm or the close of the town clerk’s office on the day before the election, which, for the General Election is Monday, November 3rd, any registered voter may request a ballot from their town clerk, whether in person, by phone or by mail. Secretary of State Jim Condos urges any Vermonters who think they may be away on November 4rd or have a schedule conflict to take advantage of Vermont’s early voting law: “Vermont law recognizes how busy its citizens are and that, while some will be able to take time off from work and personal obligations to vote on Election Day, others will not. However, voting is a right that belongs to all of Vermont’s citizens, which is why, if you cannot make it to the polls, I strongly encourage you to exercise your constitutional right and vote early!” For any Vermonter who has yet to register to vote or whose address has changed since the Primary Election, Secretary Condos would like to remind them that the Voter Registration deadline is 5pm on Wednesday, October 29th. General Election: The 2014 General Election will be held on Tuesday, November 4th 2014. All polls in Vermont open between 5 and 10 a.m. and close at 7 p.m. To locate your polling place, please visit the Secretary of State’s website at: https://www.sec.state.vt.us/elections/voters.aspx. Administration unveils $31 million in spending adjustments
MONTPELIER – Appearing before the Legislature’s Joint Fiscal Committee today at the Vermont State House, Administration Sec. Jeb Spaulding and Finance and Management Commissioner Jim Reardon outlined approximately $31 million in proposed adjustments in state spending for the current fiscal year to match projected available revenues, consistent with the updated revenue forecast adopted by the Vermont Emergency Board on July 24. The adjustments are spread broadly across state government, but preserve core state services, do not require furloughs or layoffs, and ensure Vermont will end the fiscal year with a balanced budget.
“We have moved quickly to propose fiscally responsible adjustments to keep the state budget balanced, without raising taxes on hardworking Vermonters, and I sincerely appreciate the prompt response by legislative leaders and the Joint Fiscal Committee,” Gov. Peter Shumlin said. He said the adjustments will not access the State’s Budget Stabilization Reserve, reduce debt service and retirement funds, and will maintain the full General Fund transfer to the Education Fund to protect property taxpayers.
Secretary Spaulding pointed out that while the General Fund revenue forecast was reduced from the previous projection, receipts continue to increase. “Available General Fund revenues have increased from the bottom of the last recession by close to $300 million to the highest level in State history and are projected to increase by another $40 million this year,” he explained.
The Administration’s proposed adjustments are spread broadly throughout state government in order to minimize the disruption to any individual program or service, with an emphasis on base spending reductions in order to adjust to the steady but slower growth projections in the budget years ahead. Adjustments to increases passed in this budget were scrutinized and targeted, so as not to require significantly deeper cuts to any particular function of state government. The size of required reductions will vary depending on the unique circumstances of specific appropriations.
For example, rather than requiring a potentially disruptive 4 percent decrease in funds for the State Colleges and UVM, the Administration proposed rolling back this fiscal year’s appropriation increase, leaving these programs level funded from the prior year. Sec. Spaulding noted, “We are very glad to have supported increases for higher education in recent years, after prior years of austerity. While it is disappointing that the reduced revenue growth requires us to scale back the higher education increase this year, we are very glad the impact will be modest.
Similarly, after several years of increases, the proposed rescission plan includes rolling back this year’s increase in the Medicaid provider rates, leaving the rates level from last year.
“In the long term,” said Gov. Shumlin, “we have to address the sustainability of our health care costs by reforming how we pay providers and putting a system in place to insulate revenues meant to pay for health care costs from the year to year vagaries of the rest of our state budget.”
The Governor noted that his Administration worked hard to propose reductions that would not affect proven cost-effective solutions to poverty and homelessness, such as the Vermont Rental Subsidy and Family Supportive Housing programs, or efforts to reduce opiate addiction. Finally, he recognized the critical importance of continued focus on job creation, proposing a modest 5.5 percent decrease to the Vermont Enterprise Fund created by the Legislature this year, and holding a $500,000 VEDA entrepreneurial lending appropriation harmless from the proposed adjustments.
“The cuts proposed today won’t be without pain,” Gov. Shumlin said. “But they are the responsible way to deal with revenue growth that fell short of projections, keep Vermont’s books balanced, maintain critical services, and preserve the state’s solid bond rating.”

Vermont Youth Ultimate League
The Vermont Youth Ultimate League (VYUL) is very excited to announce the formation
of Vermont’s first ever youth Ultimate all-star team, Green Mountain Mixed (GMX). GMX is a
co-ed team of Vermonters who aim to show the rest of the country just how talented they are at
the National Youth Championship Tournament (Youth Club Championships - YCC) in
Minneapolis on August 9-10. This is the first time Vermont has put-together such a traveling
youth all-star team - but the early signs point to GMX having a fair shot of claiming the national
championship!
Founded in New Jersey in 1967, Ultimate (aka Ultimate frisbee) has become one of the
fastest-growing sports. Ultimate is now frequently covered in mainstream media, has received
recognition from the International Olympic Committee (IOC), and counts over 5 million players
in the USA (more than lacrosse, rugby and ice hockey combined)! A fast-paced field sport,
Ultimate games are played to 15 goals or take 90 minutes (whichever comes first), and is a noncontact
sport where the players self-officiate the game. On a field that looks and is sized similarly
to football, Ultimate goals are scored by completing a pass in an endzone, and players can only
advance the disc by passing (no running with the disc). With 7 players per team on the field at a
time, team rosters typically range from 16-24 players, and there is also a mixed (coed) division to
compliment the standard boys/men’s and girls/women’s divisions. Ultimate teaches
sportsmanship, personal responsibility, and dispute resolution - all through a spirited, competitive
sport experience.
Like many places throughout the country, Ultimate has become very popular in Vermont.
VYUL is a fast-growing grassroots organization supporting the growth of youth Ultimate here in
Vermont. The mission of the VYUL is to promote health, happiness, responsibility, and
community through the sport of Ultimate at the youth level in the State of Vermont. With over 25
high school teams representing more than 400 current student-athletes, their families, and school
communities, Vermont Youth Ultimate is bigger than ever! Although the spring season (April –
May) is the peak of the action, VYUL runs events throughout the year. Every year, VYUL also
runs a quarterly youth clinic series, a couple of coaching clinics and safety trainings, a two-week
long summer camp, a traveling all-star team, and several additional competitive showcase events.
VYUL is governed by a five-member board of directors that works closely with the following
organizations:
· USA Ultimate (USAU), the sport’s national governing body with HQ in Boulder, CO
· Green Mountain Disc Alliance (GMDA), the sport’s largest organization in Vermont
· Vermont Principals’ Association (VPA) Ultimate committee
VYUL’s 2014 summer fundraising campaign aims to raise $30,000 to grow the youth
Ultimate community in Vermont, as well as to bring the GMX all-star team to Minneapolis this

St. Albans City Fire Department

At approximately 01:11 a.m. Central Dispatch received a 911 call from a handicapped male at 203 South Main Street, Apartment No. 4 reporting that his apartment was on fire and he was trapped inside. Fire, Police and EMS Services were immediately dispatched to the scene. St. Albans Police Officers, who were first on the scene, immediately heard the male victim/caller yelling for help from within his apartment. The Officers quickly went to his aide and physically carried him to a safe location outside of the fire scene. The victim had sustained serious burns to his back and arms. While one Officer stayed with the victim, who has been subsequently identified as Thomas Page, age 72 to await the arrival of Am Care Responders, the other Officers rushed back to the building and evacuated eleven (11) other apartment occupants in the other four (4) attached apartments. The evacuee’s included a family of five, with three young children. Officers’ had to smash windows out and kick in doors to evacuate some of the sleeping occupants.
Approximately fifty (50) Firefighters and firefighting apparatus from St. Albans City, St. Albans Town and Georgia Fire Departments fought the blaze until shortly before daybreak this morning. Firefighters and Vermont State Fire Investigators, who arrived on scene at approximately 6:00 a.m. this morning remain at the scene conducting a fire investigation at this time to determine the cause and origin of the fire.
The fire victim, Thomas Page was transported to NMC Emergency Department by Am Care, where he was stabilized and transferred to Fletcher Allen Medical Center. The victim is reported to be in critical condition. No further information regarding the victim is available at this time.

Flash Flooding Occurring in Areas of Vermont
WATERBURY, VT - Severe storms have caused a rise in a number of waterways around Vermont. Some isolated flash flooding has created hazards for motorists, and those travelling in flooded areas are advised to proceed with caution.
Water has spilled over onto some roads and travelers are encouraged to respect all road closures and detours. NEVER walk or drive over a flooded roadway as a washout or current could sweep you and your vehicle away.
Southern Windsor County - in the area of Chester and Andover - is still under a Flash Flood Warning from the National Weather Service until 8 o'clock tonight. The Red Cross has set up an evacuation center at the Chester fire department to support responders, those who can't reach their homes, and those who have had to evacuate.
The Vermont Division of Emergency Management and Homeland Security is assisting local jurisdictions with resource needs.
