Planning Commission Minutes                             June 5, 2007         

 

FAIRFAX TOWN OFFICE

PC MEMBERS PRESENT: G. Heyer, M. Hunziker, R. Wimble

PUBLIC PRESENT:  S. Taylor, Zoning Administrator

 

7:30 PM  G. Heyer called the meeting to order.  M Hunziker motioned to approve the Minutes from May 15, 2007. R. Wimble seconded the motion. All in favor. The PC acknowledged receipt of a Draft Bylaw Amendment from Georgia, VT and an Act 250 Application from Dave Whitney for the proposed development at the end of Lawton Road. 

S. Taylor reported that the new Zoning map provided by NRPC needs work to add our newer roads and a missing layer of wetlands.  Mark asked that this be done soon, since it may be needed in support of the Village Designation nomination on which he is working.  G. Brunswick, from NRPC, advised Mark to consider having the designated Village Center coincide with the current Growth Center District.  The Board discussed this and is in general agreement.  Mark will continue on this project, which effort the Selectboard supports.

 

Greg reported that he spoke to Greta at NRPC regarding the Town Plan.  Greta advised starting with a review of the current Town Plan, and offered help with a grant application for the upcoming grants (September timeframe).

 

Skip will try to determine how much free help NRPC will offer without the grant.

 

Mark has grouped survey questions by topic, from the three sample town plan surveys the PC currently has (Essex, Hinesburg and Westford).  Mark has also asked the Selectboard, School Board Chair and Rec. Park Chair what survey questions they would like to ask. It was agreed that the survey effort would be postponed until after the initial review of the current Town Plan was completed.

 

The Assignment for the next meeting is to review the first four sections of the current Town Plan, through page 32, and make notations of the following:

 

                    1.  Which paragraphs or sections will need to be changed

                    2.   Which paragraphs or sections will require updated data (Skip will begin to assemble this)

                    2.   Which paragraphs or sections might benefit from a survey question.

 

Skip also provided the members with a copy of the state statute pages out of Chapter 117, specifically section 4382, which define what content must be included in a Town Plan.

 

8:45 PM  M. Hunziker motioned to adjourn.  R. Wimble seconded the motion.  All in favor.

 

 

The next meeting will be on June 19, 2007 at 7:30 PM.
