G. Heyer called the Public
Hearing to order at 7:05 PM. The changes to the Bylaws, Subdivision Regulations
and Appendices are a compilation of suggestions from the Selectboard, the DRB,
public requests, Zoning Administrator’s suggestions, and items that were
identified during the last revision.
The Planning Commission hopes to make the Bylaws more user friendly and
easier to understand, with less guess work.
Each Article was discussed, and public input was encouraged. The following subjects were brought up
during the discussion: format of the
documents presented; impact fees; what is allowed in various districts; PUD’s;
lot sizes in Growth Center; setbacks; site plan review; windmills, accessory
structures; performance bonds; Section 3.5 on other Uses; density bonuses;
exceptions to Bylaws; accessory
apartments; deletion of section 4.11D
regarding Shoreland District; location of driveways; changing the word
“establish” in the height limit section; garbage collection areas; Certificates
of Occupancy; commercial developments; number of homes on a driveway; fire
protection; transmission and distribution lines; Goodall St. designation; and
updated Zoning Map. The meeting ended with discussion on the next step, which
includes: discussion by the Planning Commission regarding recommended changes,
and the future public hearing to be presented by the Selectboard.

Suggested items for additional discussion by the
Planning Commission:
a. Size of lots
in Growth Center
b. Permitted and
Conditional Uses in various districts – PUD’s – remove residential only
c. Size of lot
for PUD, now minimum of ½ acre.
d. Under PUD
section, change “exceptions” to these Bylaws to “modifications”.
e. List for
additional density bonuses for PUDs.
f. District
setbacks for Accessory Apartments.
g. Section on
Shoreland District - excavation on earth materials that was deleted.
h. Height Limit
Section, new word instead of “establish” a maximum height limit.
i. Appendix A,
add “and Driveway” to Vehicular Access Section.
j. Number of
homes on a driveway, width of drive way, and fire safety considerations.
k Transmission
and Distribution Lines in Appendix B – Definitions.
l. Issue of
Commercial Projects, and how to ensure all conditions are met - no Certificate
of Occupancy required.
m. Updated Zoning Map from NWRP.
The next meeting will be at 7:30 on May 1, 2007 at the Town Office.
