Planning Commission                       March 20, 2007         

 

FAIRFAX TOWN OFFICE

PC MEMBERS PRESENT: G. Heyer, L.A. Lemieux, M. Hunziker, R. Wimble

Public Present:  Skip Taylor, Zoning Administrator

 

Greg Heyer called the meeting to order. L. A.  Lemieux made a motion to accept the minutes from March 6th, 2007. M. Hunziker second.  All in favor.  M. Hunziker made suggestions for changes to the Bylaws.  These suggestions were discussed and changes will be made. All documents that will be needed for the public warning and the public hearing were discussed.   S. Taylor will obtain advice from Vermont League of Cities and Towns, and from Northwest Regional Planning Association on three issues. 

            a.  Wording of Public Notice, with clarification of requirements relating to listing the sections that have been

                  revised.

            b.  Will these revised Bylaws be classified as an amendment or as a new document?

            c.  The Public will receive copies of the document with all changes noted.  Does a new document need to be

                  generated at this time, reflecting all the changes completed?

 

All agreed that this revision was the best that could be done due to time constraints.  After the Town Plan is completed in 2008, the Bylaws may need to be revised again.  A. Lemieux stated she wished they could have done more to help streamline the process for the DRB, so the Subdivision process could be shorter. Overall they were pleased with the final product.

 

A. Lemieux made a motion to accept the 5th Draft Revision of the Bylaws with changes identified to be used for the Public Hearing.   M. Hunziker second.  All in favor. 

 

The date and time of the Public Hearing was discussed.  The public hearing will be on April 24, 2007 at 7:PM.  S. Taylor will try to reserve a room at BFA Fairfax for that evening. M. Hunziker made a motion to accept the hearing date of April 24, 2007 at 7:PM.  A. Lemieux second.  All in favor.

 

The public notices will be printed in the Buyers Digest, posted on both Franklin One’s and Henry Raymond’s web sites, and posted in three locations in town. Copies of the revisions will be available at the time of the public notices.

The next meeting will be on March 27, 2007.
