GENERAL MINUTES

7:00 PM                J. Heyer called the meeting to order.  The minutes from October 7, 2009 were reviewed.

J. Beers made a motion to approve all the minutes from October 7, 2009, including the General Minutes, the Saxon Oaks (Billado) project and the Baillargeon project.  C. Rainville second.  J. Heyer, J. Beers and C. Rainville in favor.   The Rooney paper map was reviewed.  It previously was missing the acreage on lots

5 & 6. The corrections have been made.  J. Beers made a motion to accept the Rooney paper map. 

C. Rainville second.   J. Heyer, J. Beers and C. Rainville in favor.  The Baillargeon paper map and Mylar was reviewed.  The driveway issue was resolved.  C. Rainville made a motion to accept the Baillargeon paper map and Mylar.  J. Beers second.   J. Heyer, J. Beers and C. Rainville in favor. J. Heyer signed the Mylar for the Board.  There are no hearings scheduled for Nov. 4, 2009.  The Board agreed to come in for the election of Officers and for Deliberative Session.

8:35 PM  J. Beers made a motion to adjourn.  P. Rainville second.  All in favor.

LOVELL – FINAL PLAT REVIEW – 41 MAPLE HILL ROAD

7:15 PM    J. Heyer called the meeting to order. The public notice was read and attendees signed in. Interested parties were sworn in.  J. Lovell made the presentation.  Property lines were moved to the center of the road.  All the action items were reviewed and completed.  The trash collection area has not been built yet, but a location has been determined.  The Survey Map was reviewed.  S. Taylor asked about a Storm Water Permit.  This was not needed previously, but an Engineer is working with the State to determine if it is needed for this project. If a Storm Water Permit is required, a copy will be needed for the Zoning File.  If a Permit is required and any changes to the plan need to be made (such as a retention pond) the project may need to come back to the Board for a revision hearing.  C. Rainville made a motion to close the hearing to public input and move to deliberative session.  J. MINOR – CONDITIONAL USE/SITE PLAN REVIEW – 117 HIGHBRIDGE ROAD

7:15 PM    J. Heyer called the meeting to order. The public notice was read and attendees signed in. Interested parties were sworn in. J. Minor made the presentation.  The original plan was for a PUD with a large multi-function barn and farmers co-operative across the road from the Bed and Breakfast.  That is put on hold for now. This request is for a cross country ski area with trails around the property.  For now the trails will not be in the woods.  It will be for guests and will be open to the public. They are hoping to offer seasonal family passes and not focus on extensive day use or rentals. There will be a fee.  They will be grooming the trails. They must abandon the old drive.  The State will inspect the new driveway access.   S. Taylor brought up that some of the property is in the Conservation District, and outdoor recreation is not allowed in that district. S. Taylor also asked about a ticket stand or small building for putting on equipment.  Nothing is planned at this time.  They hope to make the area as low impact as possible. 

 

J. Minor stated they hope to make the property a destination farm.  In the summer they may host music events on the green.  A gazebo may be put on the property.  A farm stand is also a possibility to sell produce that is produced on the property.  Also a pick-your-own strawberries area is a possibility.  Parking was discussed for both winter and summer use. There must be safe parking for special events.  Any very large event may need special permits.   J. Heyer asked about pedestrian signs on the roadway.  There is one in both directions.  A no parking sign should be put up on Rte. 104 in both directions for large events.  D. Bellows asked how big an event needs to be before a Sheriff is required.  It is the applicant’s responsibility to know when a Sheriff will be needed.  C. Rainville made a motion to close the Hearing to public input and move to deliberative.  J. Beers second.  All in favor.
