GENERAL MINUTES

7:00 PM             J. Heyer called the meeting to order. B. Murphy made a motion to accept the general minutes dated July 18, 2007.  J. Heyer second.  B. Murphy, J. Heyer, and S. Jones in favor. The minutes for both Bates and Ellsworth could not be done due to lack of quorum.  B. Murphy made a motion to accept the Clokey/Crawford minutes dated July 18, 2007.  S. Jones second.  B. Murphy, J. Heyer, and S. Jones in favor.

 

The Dickerson paper map was reviewed.  The septic location was discussed.  B. Murphy made a motion to accept the Dickerson paper map and Mylar.  S. Jones second.  All in favor.  J. Heyer signed the Mylar. A Conditional Use/Site Plan hearing for M. Labrie was scheduled on September 5, 2007. 

 

7:15 PM            BOISSONEAULT – PRELIMINARY PLAT REVIEW

 

7:40 PM  B. Murphy made a motion to enter deliberative session.  S. Jones second.  All in favor.

7:55 PM  S. Jones made a motion to exit deliberative session.  B. Murphy second.  All in favor.

 

8:00 PM            CADIEUX – PRELIMINARY/FINAL PLAT REVIEW

BOISSONEAULT PRELIMINARY PLAT REVIEW

 

DRB Roll Call: J. Heyer, B. Murphy, S. Jones

Public Present: S. Taylor, ZA; T. Wasilewski, K. Gallagher, L. Charland, J. Corbin, C. Collins

 

7:15 PM             J. Heyer called the hearing to order. The public notice was read and attendees signed in. Interested parties were sworn in.  C. Collins, engineer, made the presentation.  A letter was previously sent from Ruggiano Engineering in regards to the action items and submission requirements.  The driveways will be off Colonial Road, one for each lot. The water source for Colonial Road was discussed.  B. Murphy noticed the map referenced “Country Estates” instead of “Colonial Estates”.  No grading or wastewater plans have been done yet. B. Murphy asked if the language in the Warrantee Deed was sufficient to cover both driveways.  There is additional language in the Deed. S. Jones asked about maintenance and upkeep.  The lots are basic land lots at this time.  Ramsey Road was discussed along with the on-going State of Vermont study of the Route 104 and Route 128 intersection.

 

T. Wasilewski, representative of Colonial Estates, stated the Association would like Mr. Boissoneault to help financially with the maintenance of Colonial Road. Per. C. Collins, Mr. Boissoneault is willing to share costs of the road maintenance.  L. Charland wanted to know what the land will be used for.  At this time the lots are empty. The applicant would be allowed to build a residential home, (after obtaining a permit) on either, or both lots, without coming in front of the DRB, but any commercial or other use would require another public hearing. K. Gallagher asked about the size of the lots. B. Murphy made a motion to approve the preliminary plat with any action items and/or changes noted.  S. Jones second.  All in favor.

CADIEUX – PRELIMINARY/FINAL PLAT REVIEW

 

DRB Roll Call: J. Heyer, B. Murphy, S. Jones

Public Present: S. Taylor, ZA; G. Cadieux, E. Lesage, R. Cadieux, R. Branon

 

8:00 PM            J. Heyer called the hearing to order. The public notice was read and attendees signed in. Interested parties were sworn in.  R. Branon, engineer, made the presentation.  A letter from the fire chief was submitted to the Board.  B. Murphy asked about the driveway location.  She stated she had no concerns at the site visit.  The location for garbage disposal was shown on the site plan.  E. Lesage asked about the power lines, the hammerhead, the type of road surface, the total number of lots, and the power company.  The hammerhead will be 35’ X 35’ as recommended by the fire department.  The road will be made of surepak and stone.  The project will have a total of 4 homes – one existing home and three new homes.  One lot has a very irregular shape. R. Cadieux said the property was surveyed.  A survey map will be coming.  B. Murphy made a motion to approve the preliminary plat, close the hearing to public input and move to deliberative.  S. Jones second.  All in favor.

LARIVIERE – SKETCH PLAN REVIEW

 

DRB Roll Call: J. Heyer, B. Murphy, S. Jones

Public Present: S. Taylor, ZA; D. LaRiviere

 

8:45 PM            J. Heyer called the hearing to order. The public notice was read and attendees signed in. Interested parties were sworn in. D. LaRiviere made the presentation.  Barbara asked for clarification of the lots.  Lot 2 is pre-existing, lot 3 is being created from lot 1.  S. Jones asked about slopes greater than 25%. The density calculation needs to be done for lot 1- steep slopes, wet lands, and easements need to be subtracted from the total acreage.  The figures can be approximate. D. LaRiviere said she will be having a survey done soon.

 

D. LaRiviere asked if she could change the size of lot 3 before the next hearing.  Since this is just a sketch review, the lot size and shape can be changed.  It will be correct on the survey map.  A replacement septic area was discussed. 

 

A site visit was scheduled for 09/05/2007 at 7 PM.  The property was declared a minor subdivision. No public was present for input.  S. Jones made a motion to approve the Sketch Plan with action items and/or changes noted.  B. Murphy second.  All in favor.

            1.  Density calculations to be shown on Plat for both lots 1 and 3.
