7PM: J. Heyercalled the meeting to order.
Minutes
M. Dufresne moved to accept the General Minutes from June 20, 2012;C.Rainville 2nd. All in favor.
C. Rainville moved to accept the
General Minutes from June 27, 2012; M.
Casey 2nd. All in favor.
There was
discussion regarding an upcoming Planning and Zoning seminar on July 23, 2012
in Bakersfield. No one from the Board will attend.
Skip asked
the Board about a request from Jason and Elizabeth Minor to serve dinner at the
Inn at Grace Farm. The Board questioned
if this was only for Bed and Breakfast guests or for outside guests. There was discussion regarding an existing
State restaurant license, the differences between Town and State regulations
and which apply, and what responsibilities the Town may or may not have for permits issued by the State. There was additional discussion regarding the number of parking
spaces needed and the lack of a commercial kitchen. According to Fairfax Development Regulations, a restaurant is a
separate use from a Bed and Breakfast, although both require Conditional Use
and Site Plan Approval. The Board felt
that this was a new use and recommended a new hearing. Discussion included whether a new hearing
should be for a revision to the original approval or would require a hearing
for a new use or a mixed-use PUD.
