GENERAL MINUTES

Members Present: J. Heyer, B. Murphy, C. Rainville, M. Casey

Alternates Present: L. Hayes

Public Present: S. Taylor, ZA

7 PM:  J. Heyer called the meeting to order.  Audette Administrative Review of a two-lot subdivision on Cherrierville Rd.

8:15 PM  Recess Audette hearing until April 20, 2011 at 8 PM.

B. Murphy moved to accept both Minutes (General and Lynch Sketch Plan) from March 16, 2011; C. Rainville 2nd.  All approved.

Paige Estates Mylar: The previous paper maps (site plan and survey plat) were approved but the Mylars were smudged.  All recording information correct on the new Mylar (matched the map).  B. Murphy moved to accept (the two Mylars); C. Rainville 2nd. All approved.

Benoit Map and Mylar: The date had been corrected (earlier map and Mylar had 2001 instead of 2011).  B. Murphy moved to accept the map and Mylar; M. Casey 2nd.  All approved.

There was discussion regarding the requirement for public input at DRB meetings. State statute requires all open meetings to have an opportunity for public input.

There was additional discussion re: utility easements and how they effect density calculations, and PUD regulations.  There was general consensus that anyone within a PUD (not just abutters) should be mailed a public notice for any planned development within the PUD, even though State statute only requires notification of abutters.

Skip asked the Board if a B&B is considered a residential structure.  The Board decided that it is a commercial structure.

8:50: B. Murphy moved to adjourn the meeting; L. Hayes 2nd.  All approved.

Respectfully submitted,

Martha Varney

Zoning and Planning Assistant
