The minutes presented below are unapproved , subject to corrections and/or additions at the next Selectboard meeting. Those corrections and/or additions will be written to the original minutes. If you, the viewer, wish to personally see those changes, you will need to go to the Fairfax Town Office to view those changes as written on the original paper copy.

Any time the Selectboard "amends" the previous weeks' minutes, there will be a statement to that effect in the minutes of the meeting at which the "amending" occurred.


Fairfax Selectboard Minutes of 02/27/06

Selectboard Chair Jeff Blake and members Doug Webb, Judy Cleary, Bob Horr and Ed Nuttall were present at the meeting. Also present were Road Foreman Don Pigeon, Water/Sewer Superintendent Randy DeVine, Zoning Administrator Skip Taylor, Selectboard Administrator Debra Richer, Bill Ormerod, Colleen Steen and Betty Poulin. These minutes are unofficial until approved by the Board at the next regularly scheduled Selectboard meeting.

The meeting was called to order at 7:00 pm. Don reported that he is almost complete with the map for the Fletcher Road parcel for the Forestry Management Plan. Debra Richer was directed to call Andy Nazarey of 31 Rounds Road, Fairfax, VT to inquire whether or not he had received the insurance form for submittal for payment of invoice #6727 from KMC Auto Center in the total amount of $600.96 for damage sustained to his automobile on November 1, 2005 on River Road.

At 7:10 Bob Horr motioned to enter executive session to discuss a personnel issue. Judy Cleary seconded. All voted in favor. The Board came out of the executive session at 7:24.

Randy Devine discussed the Source Protection Plan Update. He inventoried property including the septic tank and leach field on Fletcher Road. He also walked the Buck Hollow water line and reported there was no much water and found no leaks. Randy was unable to salvage the burnt out 3-phase motor which occurred during the power outage at the water control building. A new motor will have to be installed and he will also submit an insurance claim. Randy will attend an informational Billing and Meter seminar sponsored by Prescott in Berlin, VT next week. There is no cost to the town.

Skip Taylor provided a copy of the Zoning Administrator's Activity Report dated February 14 - February 26, 2006 to the Board. The YTD Permit Summary is 9 Building Permits, 7 New Homes and 7 Compliances. Skip reported that he had signed a building permit for Travis Howard. Mr. Fletcher visited Skip with concerns that he could not sell his house due to non-approval of the new septic installation and expiration of the storm water permit for the development. The septic engineer would not certify the new septic system due to nonpayment of engineering fees from neighbor Mitch Bunnell. Mr. Fletcher paid his portion of the fee. The Board agreed that it was a legal matter and that the Storm Water Permits should be enforced by the State and not the town. The town has received 1st payment for the Training Grant in the amount of $2400 out of a total of $6,300. Skip asked the Selectboard to forward any invoices for training to him.

GENERAL BUSINESS: Bob Horr moved to accept the minutes from the February 13, 2006 minutes from the February 20, 2006 Selectboard Meeting. Judy Cleary seconded. Three amendments were offered and accepted. All voted in favor of accepting the minutes as amended. Bob Horr moved to accept the minutes from the Special Selectboard meeting held on February 22, 2006. Judy Cleary seconded. All voted in favor to accept as written. The Board reviewed and accepted Purchase Orders, work orders and invoices.

OTHER BUSINESS:
Doug Webb reported that Carol Lizotte cannot make trails before talking with the Selectboard. Debra will investigate the possibility of a Rabies Clinic to be held at the Fairfax town garage and provided by Dr. Vrba from Westford on a Saturday morning in March 2006. She will report back on the cost, date and time. Julie Benay requested space at the upcoming Town Meeting to sell greeting cards to benefit Project Graduation. The Board granted the requested. Lora George requested space for a poster and a table to sell tickets for a benefit dinner fund raiser to benefit the Fairfax Dance Group going on tour. The Board denied the request.

Judy Cleary provided us with an update on the Growth Center Expansion.

PUBLIC INPUT: Betty Poulin discussed having wireless microphones at the upcoming Town Meeting. She also reported that the Post Office will not deliver mail, if the recycle bins are in the way of her mailbox. Debra was directed to call Clean Green about placing the recycle bins buckets where they won't interfere with the delivery of the Fairfax's U.S. Post Office's mail. Betty inquired about the total dollars spent on Lawsuits for CY 2005 and CY 2006. Jeff Blake will provide that information to Betty.

Colleen Steen stated that all Local, State, and Federal permits should be in compliance before issuing building permits.
