Perhaps he's trying to appeal to the AARP crowd he's sticking it to by siding with CVPS, in not paying back the money owed to them? I don't know the details of that situation, I just have seen the ads and I saw him say in a press conference that he felt a larger savings would be realized if they didn't pay back the money they borrowed from rate payers. I wouldn't think Baby Boomers would be the demographic to p**off considering the sheer volume. But what do I know?
