Definitely used to scrape something, with the scrapings collecting in the compartment.  How big is this item?

The bucket is three(?) inches in diameter and about 2 inches or less deep.

It's a vintage ice shaver, for snow cones.

It's an ice shaver! We found it was made in the late 1800's. They actually had sno-cones back then.

What would they pour on snow cones then?  Syrup? Fruit juice?
